All it does is ignore blocks of IP addresses or ranges the fact that the user has contributed through that IP addresss or range is still recorded. The only real way to prevent abuse is to get them to lodge their real identity with the Foundation. I would suggest the editors would need community approval instead. The point about CheckUsers being busy is a good one, but they are actually of no use at all in this process. Checkusers could still promptly remove the permission "per checkuser results" if checkuser data indicates someone is abusing the privilege, much like they block IPs being used to abuse. M -ercury at 23:29, JanuI think limiting granting/removing to checkusers may be a bit much, as checkusers are necessarily limited to a small, trusted group of users due to the nonpublic data involved in checkuser requests, while the list of such requests is likely to become bigger than the small list of checkusers to handle - it may be best to make it an admin privilege like blocking/unblocking, but, like blocking, to require careful discretion and accountability by admins who twiddle the bit.
